Hello,
I've got a 2005 Nomad and used to have the same issue before I replaced the sails. The 3DL sails were so stretched out after 2 years of sailing pretty much every weekend in the Florida sun that the boom sagged. With new Dacron North sails, the boom is once again parallel to the deck. Also, I noticed that the boom would also sag at times if I didn't put enough tension on the mast when raising it. Sometimes the head of one of the shrouds (Vanguard calls them T-terminals) would twist in the slot a little bit. It would feel like the mast was fully raised because the shrouds were tight - but the twisted T-terminal was stopping the mast from going all the way up. Also, the dealer who rigged the boat had the inboard shrouds too tight when I bought the boat and that affected the mast tension. I experimented with different settings and finally found the one that allowed me some leeway when raising the mast.
Let me know if you get an answer,
Jon
